To ease the online transition of responders used to paper-based forms, we based the site design on the look and feel of the earlier printed survey form used in the testing phase, the work of a well-known government form designer.

Another challenge was the difficulty some responders faced in fitting hundreds of juvenile offenses used in their jurisdiction into the researchers’ 32 category codes. So Luminosa and the survey’s legal director worked with several state governments to translate the broad survey codes into thousands of specific statute titles, which we used to generate dynamic dropdowns specific to a responder’s state. This meant responders could answer the census seamlessly with the same terminology they used as a normal part of their workflow, leading to higher response rates for those jurisdictions.
